WellStyled.com - Use a colour wheel and varying ranges or pastel/contrast effects to come up with a colour scheme.
TheManInBlue.com - Select a colour using red green and blue values, then click to see a rough view of a web page with the colour scheme you have chosen.
ColorBlender.com - Again using red, green and blue values on sliders, a variety of options are presented to you.
